Comment
The new rec. value is the average of the two recent evaluations (endfb71,jendl40), and is in perfect agreement with the renormalized values from WVK90 and RFW82. The uncertainty at kT= 30 keV is taken as 1.7% from WVK90, and extrapolated to higher/lower energies with the covariance data from endfb71
