The new rec. value is the average of the two recent evaluations ( endfb71, jendl40), and is in perfect agreement with the renormalized values from WVK90 and RFW82. The uncertainty at kT= 30 keV is taken as 1.7% from WVK90, and extrapolated to higher/lower energies with the covariance data from endfb71
